Getting Materials

 OVERALL POLICY

        a.  Users must present their library card to check out materials.

        b.  Only bar-coded items may be checked out.

        c.  There is an overall limit of twenty (20) items at one time on a library card.

        d.  Library cards must be renewed every three (3) years.

        e.  Rental fees (see loan policy).

II.     LOAN PERIODS

        a.  Adult fiction and non-fiction books are loaned out for four (4) weeks.

        b.  All new items are loaned out for a period of two (2) weeks.

        c.  Juvenile and Easy books are loaned our for four (4) weeks.

        d.  Videos VHS format are loaned out for one (1) week at a charge of $1.00.

        e.  Videos DVD format are loaned out for (1) week at a charge of $2.00 for new and $1.00 for others.

        f.  Some education VHS and DVD's are loaned out at no charge.

        g.  All audios, cassette and CD format, both adult and juvenile, are loaned out for two (2) weeks.

        h.  Magazines, both adult and juvenile, are loaned out for two (2) weeks.

III.    HOLDS

        a.  Materials will be available for pickup for One (1) week after they are processed.

        b.  Holds may be placed either in person or online.

        c.  There is a limit of ten (10) holds per patron.

IV.     RENEWAL POLICY

        a.  All items (except new items) may be renewed two (2) times if there are no holds.  Renewal may be made for a period of two weeks for each renewal.

        b.  New Items may be renewed once if there are no holds (reserves).

        c.  Renewals are not allowed for items with holds.

        d.  Renewals may be done over the phone, in person or online.

V.      OVERDUES AND FINES

        a.  All items have a grace period of one (1) day.

        b.  Users are fined $.10 per day for each overdue children's book (juvenile and easy).  A maximum fine of $2.00 per juvenile item is charged.

        c.  Users are fined $.10 per day for each adult book, audio book or magazine.  A maximum fine of $3.00 per adult item is charged.

        d.  Users are fined $1.00 per day for each video.  A maximum fine of $20.00 per video item is charged.

        e.  Library users will lose borrowing privileges when fines exceed $6.00.

        f.  Borrowing privileges will be suspended if user has five (5) or more overdue items, and will not be restored until such materials are either returned and fines paid or are deemed lost and paid for.

        g.  Overdue materials that have reached the maximum fine of $3.00 may not be renewed until the fine is paid in full.

        h.  In extenuating circumstances a donation can be made in lieu of the fine.

VI.     DAMAGED MATERIALS

        a.  If a book or other material is damaged beyond repair, the borrower is required to pay the billed amount.

        b.  Until the damaged item is paid for, the user may not borrow any items.

VII.    INTERLIBRARY LOAN

The Interlibrary loan service supports the mission of the library by providing expanded access to library materials and information.  The purpose of interlibrary loan is to obtain materials not available in this library.  The library affirms that interlibrary loan is an adjunct to, not a substitute for, the library's collection.  In meeting patron's needs, the library will exhaust local resources first, before requesting items on interlibrary loan.

A.  DEFINITION

An Interlibrary Loan request is defined as a request for library materials made on behalf of a library patron through the North Country Library System, ICEPAC, or the OCLC systems.

B.  PATRON STATUS

    1.  Patrons must have a library card in good standing to use the Interlibrary Loan service.  A patron status of Blocked will deny the use of Interlibrary loan service.

    2.  Interlibrary Loan requests will not be processed for patrons with overdue Interlibrary Loan materials.

C.  BORROWING RULES

    1.  Ten active requests are permitted at any one time per patron.  A request is active from the time it is initiated until the item has been returned and checked in at the lending library and the record has been cleared.

    2.  Materials will be available for pickup for one (1) week after they are processed.  If an item was not picked up, it will be returned to the lending library.

    3.  Interlibrary loans materials are checked out for twenty-eight (28) days, unless otherwise specified by the lending library.

    4.  Interlibrary loans may be renewed twice only if the lending library permits renewals.

D.   CHARGES

    1.  The Library does not charge fees for the Interlibrary loan service.

    2.  The Library is responsible for the shipping charges incurred in the transfer of loans.

    3.  The Library always attempts to borrow from libraries who lend free of charge.  However, if an item is only available from a library which charges a fee for loans, the item will be requested only if the patron agrees to pay the fees.

    4.  The patron is responsible for overdue fees, repair or replacement costs.  The library will make an effort to collect any such charges from the patron who received the materials.

VIII.   LOST AND LOOKING MATERIALS POLICY

A.  When a patron reports that they cannot locate a book, fines stop accruing at that time on our books.  Other library's books must be paid for before any other items are borrowed.

B.  The patron will be asked to continue to look for the item borrowed and the book is marked as missing on the computer data base.

C.  After two (2) months, the patron will be asked to pay for the item."
